How to find the right HS code, 12-digit structure and correct classification

What is GTIP?

GTIP (Customs Tariff Statistical Position) is the 12-digit classification used on Turkish customs declarations. Every product is identified by a single number that determines customs duty, VAT rate, import requirements, and export sanctions/licensing. Wrong GTIP = wrong duty + sanctions risk + delayed VAT refund.

The 12-digit structure

  • First 6 digits (HS): International, WCO standard. Same everywhere.
  • Next 2 digits (EU CN): European Union Combined Nomenclature.
  • Last 4 digits (national): Turkey-specific sub-tier, TR tax / exemption detail.

How to find the right GTIP

1. The Turkish Customs Tariff Schedule (official)

The Ministry of Trade publishes the official "Turkish Customs Tariff Schedule". Search by product name, walk chapters. This bare list is the bedside book of every customs broker.

2. General Interpretative Rules (GIR)

Where classification is ambiguous, the 6 GIRs apply. Frequently used:

  • GIR 1: The heading text governs; if multiple interpretations apply, GIR 2-6 kick in.
  • GIR 3a: An item fitting two headings goes to the more specific one.
  • GIR 3b: For mixed/composite products, the "essential character" component determines the heading.
  • GIR 3c: Still ambiguous? Pick the later heading.

3. Binding Tariff Information (BTI)

For disputed classifications, request a BTI ruling from the Tariff Department of the Ministry of Trade. The ruling is binding for 3 years, no customs contestation. For new or hard-to-judge products, BTI is the safest path.

5 consequences of a wrong GTIP

  1. Duty difference + fine. If you under-declared with a wrong code, a customs audit will levy the difference + 1-3× fine + interest. Discovery typically happens during inspection.
  2. Missing export license. If the correct GTIP triggers dual-use / sanctions checks, exporting under a wrong code retroactively becomes a violation.
  3. VAT refund delay. A wrong GTIP can cause refund rejection; the correction loop adds 1-3 months.
  4. Origin certificate issues. For preferential tariffs (e.g., A.TR with EU), a wrong GTIP can cause origin rejection.

Common challenges

  • Mixed products. A computer + monitor + keyboard combo, is it a "set" or separate items? GIR 3b and set rules come into play.
  • Use-of-product context required. The same chemical can sit under different headings depending on whether it\'s a medicine or industrial input.
  • Version changes. Post-2022 HS revision shifted many codes, an un-updated catalog ends up wrong silently.

  • At year start, re-review every GTIP in the product catalog (EU CN and TR sub-tier updates).
  • Before adding a new product, get a BTI or customs-broker validation.
  • Pre-map the HS code for the destination country, the first 6 digits are shared, but tariffs differ.
